About the Winnetka Neighborhood Council
The Winnetka Neighborhood Council (WNC) is an advisory board to the Los Angeles City Council. Certified by the City of Los Angeles, we represent the Winnetka community in City matters and work to improve our neighborhood. We engage directly with stakeholders and communicate their concerns and needs to City Council representatives and City departments.
Participation in the Neighborhood Council is open to everyone who lives, works, or owns real property in Winnetka, as well as community interest stakeholders who maintain substantial and ongoing participation in organizations within the Neighborhood Council’s boundaries, including educational, nonprofit, and religious organizations.
The WNC is ultimately what we make it. While we cannot pass ordinances, we can advocate for our community through elected representatives. While we cannot direct City departments, we can collaborate with them to improve Winnetka.
We also have a responsibility to educate stakeholders about how City government operates, help residents navigate City services, and work together to strengthen our community.

Winnetka History
Winnetka, located just east of Canoga Park in the western San Fernando Valley, is a residential community with a colorful history shaped by its founder, Charles Weeks.
Following World War I, Weeks came to the area with a vision of creating a “Garden Community.” His “Weeks Colony” was intended to consist of one-acre poultry farms owned by residents of “high moral character and purpose.”
Weeks began selling tracts in 1922. Although the community never became the utopian paradise he envisioned, Winnetka developed into a comfortable and established neighborhood that continues to thrive today.
Working Together to Build a Better Winnetka
Today, Winnetka is a vibrant suburban community made up primarily of residences and small businesses. The neighborhood has evolved considerably since Charles Weeks first envisioned his garden community.
Winnetka is home to a diverse population representing many cultures, backgrounds, and walks of life. This diversity is one of our community’s greatest strengths.
In 1999, Los Angeles voters approved a new City Charter that established the Neighborhood Council system, bringing local communities closer to City government and providing residents with a greater voice in decisions affecting their neighborhoods.
The Winnetka Neighborhood Council was established in 2003. Since then, we have worked to provide stakeholders with opportunities to participate in local government, address neighborhood concerns, and advocate for community priorities.
Through our committees, we examine local issues, collaborate with City departments, and communicate community concerns about matters affecting Winnetka and Los Angeles as a whole.
Together, we build unity by respecting our diversity and sharing a commitment to making Winnetka a better place to live, work, and visit.
